Vicente Valera, an A1 official and opposition preparer for more than 20 years, believes it is impossible for the exams to take place before the summer, as initially planned. Valera considers that the date for these massive calls (more than 100,000 applicants in total) could be September 9, just after the holiday break. The delay in the announcement of the call, the IT problems during the submission period, and the nationwide local and regional opposition calls make it unlikely to choose a date for the exams during the opposition season.
Valera predicts that the direct minimum score to pass the exercises will not be below 7 out of 10 due to the high competition between aspirants. He also notes that aspirants are objectively well-trained, thanks to the advancement of public education and access to higher education for most of society, and that it is rare to see an aspirant who does not possess a university degree. Valera recommends a deep and quick reflection by the public administration on revolutionizing instruments like the relationships of jobs, which must consider future job needs in a fast-changing world that the Spanish administration cannot ignore.
Valera recently added a practical case course to his platform to master administrative laws with live lessons, and it has been well-received. He emphasizes the need for courageous actions by public administrations to adapt to the fast-changing world, such as reorganizing their job portfolios to respond to a new public that is increasingly using digital channels to access services. He also notes that in five years, working hours will no longer be the same, as citizens will change their approach to service delivery and physical access to administrative offices, leading to the elimination of administrative buildings. Valera has written more than 40 books on law and opposition, including practical juridical works such as «The Bible of the Most Difficult Tests of the Spanish Constitution» and «The Bible of the Most Difficult Tests of the Public Sector Contracts Law.»
